The Cabinet Secretary position is not suitable for the youth. The CS position is a high-level managerial position that requires, over and above, technical skills that our young people do not possess.
While the regulation gives the CS discretion to hire from within or outside the civil service, my advice is to utilise civil servants or people who have worked in government before.
